WIRE-301: Update retired staking attestation guidance - #52

Summary

• Document that retired historical attestation values are decoded as opaque values rather than active STAKE/UNSTAKE enum members.
• Make deployment of the transport-only synthetic Ethereum yield emitter opt-in through enableMockYieldEmitter, defaulting to false.
• Enable that fixture only for the yield-distribution flow and update cluster configuration, CLI plumbing, tests, and flow documentation accordingly.
• Remove wording that implied the synthetic emitter represented a production staking surface.

Validation

• Pushed head: a5a1d77a828e5da42f6399bf948094c6c48a31a9, containing current master 89703bc8b9f6c9b9e6a6dd1c00a3194f5726fe5a.
• wire-tools-ts baseline passed 1,314/1,314.
• PR fix(cluster-tool): charge the WIRE-leg fee in the client-side swap quote #59's focused WireReserveTool quote suite passed 27/27 on the local integration revision.
• Exact companion Release Phase A and focused validation passed.
• A single unfiltered local Phase B run passed all 13/13 flows using a local-only merge of this head and PR fix(cluster-tool): charge the WIRE-leg fee in the client-side swap quote #59 head d138b01251d4a2d51494ced31518f09edaac7039.
• PR fix(cluster-tool): charge the WIRE-leg fee in the client-side swap quote #59 was not merged into or pushed from this branch. Current-head GitHub CI and mandatory remote Release E2E remain pending.

Rollout

Draft. The sysio protocol PR must merge before generated model publication. After publication, update this consumer to the actual emitted versions, validate a clean install, and rerun shared Release E2E before merge.
